Is it just me – or does this sign read wrong?

Oakley is the name of a neighborhood near where I live.  The business district of Oakley is called Oakley Square.
There is an eye doctor/eye care  business in the Oakley Square area.
I’m not sure if this is an illustration of phrasing or maybe it is punctuation – but do you get the same mental picture from both of these signs?  I don’t.  What do you think?
Here is one sign from the parking lot of the eye doctors office.  Seems to read about right
Now, look at the sign for the business.  Does this sound like an eye doctor business?
